Consultant Technologist, Microbiology Permanent, Full-Time

The Quality Management Program—Laboratory Services is a department of the Ontario Medical Association (OMA) and the Institute for Quality Management in Healthcare (IQMH), a fully own subsidiary of OMA, that provides Proficiency Testing/External Quality Assessment (PT/EQA) and Accreditation Programs. Participation in QMP–LS/IQMH Proficiency Testing and Accreditation programs is mandatory for Ontario’s licensed laboratories, as the QMP–LS/IQMH is an agent of the Ministry of Health and Long-term Care operating under an agreement between the parties.

Exciting new developments are happening at QMP–LS!

We started out in 1974 as a proficiency testing program, known as the Laboratory Proficiency Testing Program (LPTP), a department of the Ontario Medical Association (OMA).

In the early 1990s, the Ontario government-funded Laboratory Services Review (1992–1994) recommended that a full “quality improvement program” be implemented to integrate proficiency testing and accreditation.

A time to shine for laboratory professionals at CSMLS Labcon 2014 in Saskatoon

At a time when Saskatchewan is facing a growing shortage of laboratory professionals, members of the Canadian Society of Medical Laboratory Science (CSMLS) converged on Saskatoon, Saskatchewan June 21–23 for the National Conference of Medical Laboratory Science — Labcon 2014 preceded by the CSMLS Annual General Meeting.

The Canadian Association for Laboratory Accreditation (CALA) hosted a conference June 3–4, 2014. CALA is an environmental lab accreditation body located in Ottawa and is also an APLAC/ILAC signatory. Linda Crawford, Senior Director, Accreditation, Policy and Program Development is a volunteer on CALA’s Accreditation Council.

Meeting a global standard: QMP–LS’ accredited proficiency testing programs

On May 21, 2014 the Quality Management Program—Laboratory Services (QMP–LS) received its renewal certificate of accreditation from the American Association for Laboratory Accreditation (A2LA) in recognition of its successful completion of A2LA’s evaluation process. This means QMP–LS continues to meet the following standard as a proficiency testing provider: ISO/IEC 17043:2010, Conformity assessment – General requirements for proficiency testing which includes the principles of ISO 9001:2008.

QMP–LS Announces its 2014 External Quality Assessment Program

The External Quality Assessment (EQA) division of QMP–LS has planned 116 challenge surveys. There will be changes to some EQA surveys in 2014.

Registration of Multiple Instruments / Users from Same Laboratory Site

Since the inception of the QMP–LS EQA program, sufficient testing material for each survey sample has been provided to each licensed Ontario laboratory with the specific instruction to test only the primary instrument in use (with the exception of the point-of-care testing – glucose meter survey). In 2013, IQMH/QMP–LS started receiving requests from volunteer participants for registration of multiple instruments from the same testing site. With this new demand, modifications were made to our software systems that enable laboratories to register multiple instruments. Now, in addition to volunteer participants, Ontario licensed laboratories can test multiple instruments by ordering additional EQA/PT surveys through IQMH. Registration information and price quotes can be obtained by emailing service@iqmh.org.

QMP−LS/OLA Recognized at International Signing Ceremony for Accreditation Bodies

QMP−LS is pleased to now offer accreditation that is recognized around the world. On October 24, 2013 QMP−LS was recognized for its OLA 15189PLUS™ accreditation program, at the International Laboratory Accreditation Cooperation (ILAC) Recognition Dinner and Signing Ceremony in Seoul, Korea. This ceremony formally welcomed QMP–LS into its Mutual Recognition Arrangement (MRA) for the accreditation of medical laboratories to ISO 15189. The MRA facilitates the acceptance of laboratory test results around the globe. Accreditations granted by accreditation bodies that are signatories to the MRA are recognized world-wide.

On November 4, 2013, Ruth Morales joined the QMP-LS/IQMH team as Associate Director, Marketing and Business Development. Ruth graduated from the University of the Philippines in 1998 with a Bachelor of Science in Business Administration. She just graduated from a Masters in Marketing program at the Schulich School of Business – York University. Ruth has a solid background in the healthcare industry and highly-specialized business experience within the diagnostic medicine sector having worked for Gamma-Dynacare Medical Laboratories for almost 9 years.

Eye on OLA: Trust and confidence

OLA is pleased to offer our participants ISO 15189PLUS™ Accreditation. We are frequently asked about the importance of this certificate and the rationale for why it is important. This accreditation is funded by New Brunswick, Newfoundland and Labrador. In Ontario it is an option available to licensed medical laboratories at an additional cost beyond the Ontario funded program. The assessment requirements are the same as the funded Ontario program, but the mid-cycle self-assessment is replaced with an on-site surveillance visit. Individual laboratories from other jurisdictions may voluntarily apply for OLA 15189PLUS accreditation through Institute for Quality Management in Healthcare (IQMH).

In this role, she will be responsible for directing, managing and planning the effective and efficient delivery of the External Quality Assessment (EQA) program. She will ensure that the program is aligned with the strategic priorities of the organization and will participate fully in the corporate management of QMP–LS and IQMH.

Eye on OLA: Medical laboratories in Newfoundland and Labrador successful in achieving accreditation

Accreditation of medical laboratories across Canada will help to ensure that all laboratories meet the highest standards for quality and competence. Implementing ISO 15189 helps medical laboratories improve the reliability and accuracy of test results.

In 2010, the Provincial Government of Newfoundland and Labrador signed a memorandum of understanding with our Institute for Quality Management in Healthcare for accreditation services. In May 2010, the Government of Newfoundland and Labrador mandated that all medical laboratories across the province be accredited by OLA to the ISO 15189 standard for medical laboratories. Since that time, the 38 medical laboratories of Newfoundland and Labrador worked hard to achieve accreditation.

Root-cause Workshop “Excellent opportunity for hands-on experience with DFIs”

More than 120 participants attended the Root-cause analysis: ask the right questions to get the right answers workshop held November 7th at the Hilton Fallsview Hotel in Niagara Falls, Ontario. The Quality Management Program–Laboratory Services (QMP–LS) and the Institute for Quality Management in Healthcare (IQMH) organized the afternoon workshop that was facilitated by the QMP–LS Chemistry Committee. The workshop was held in conjunction with the Ontario Society of Clinical Chemists 2012 Annual Scientific and General Meeting held on November 8th, 2012.
